This seems like something that I need to add. Probably this is the only setting from the Settings tab which should be shared. This would likely be done via iCloud - which is already used to synchronise saved searches across multiple devices. Alongside this I will allow users to specify the action states via their init.org to facilitate users who want different setups for different sync configurations rather than complicating the high level Settings tab for users with a more standard configuration (i.e. the same stuff on all devices).

If I change TODO action states on one computer, I believe it should sync those across other computers that are sharing the same sync files.
For instance I added INPROCESS and WAITING on my iPhone, but when I went to my iPad, those weren't there, so any task that I had marked as one of those wouldn't show up in the TODO pane on the iPad -- without any warning.
